ভারতে প্রথম কয়েক ধরনের ক্ষতিকর ওষুধ নিষিদ্ধ হয় ১৯৮৩ সালে। ঠিক তার আগের বছর প্রতিবেশী দেশ বাংলাদেশ নিষিদ্ধ করেছে ১০৯৯টা ক্ষতিকর বা অপ্রয়োজনীয় ওষুধ, ঘোষণা করা হয়েছে ১৪৬টা নিষিদ্ধ হবে এক বছর পর থেকে। ভারতেও আওয়াজ উঠতে শুরু হয়েছে ‘মানুষের জন্য ওষুধ না ওষুধের জন্য মানুষ’। ১৯৮৩-র ২৩শে জুলাই ভারতের ওষুধ মহানিয়ন্ত্রকের দপ্তর ১২ধরনের ক্ষতিকর ওষুধ নিষিদ্ধ করে। ১৯৮৩ থেকে ২০১২-র ৬ই জুন অবধি নিষিদ্ধ ওষুধের সংখ্যা ছিল ৯১। ২০২১-এর তালিকায় দেখা যায় মোট ৫১৮ ধরনের ওষুধ নিষিদ্ধ।
নিষিদ্ধ ওষুধগুলির অনেকগুলিই fixed dose combination অর্থাৎ একাধিক ওষুধের নির্দিষ্ট মাত্রায় মিশ্রণ।
নির্দিষ্ট মাত্রায় মিশ্রণ ওষুধ অধিকাংশ ক্ষেত্রেই অযৌক্তিক, কেন না—
- এক্ষেত্রে একটা ওষুধের মাত্রা অপরিবর্তিত রেখে অন্যটার মাত্রা কমানো বাড়ানো যায় না।
- মিশ্রণের উপাদান ওষুধগুলো আলাদা আলাদা কিনলে যা দাম পড়ে, সাধারণত মিশ্রণ ওষুধের দাম তার চেয়ে বেশি হয়।
- দেখা গেছে উপাদানগুলোর পার্শ্ব-প্রতিক্রিয়ার চেয়ে বেশি হয় নির্দিষ্ট মাত্রার মিশ্রণ ওষুধের পার্শ্ব-প্রতিক্রিয়া ।
২০১০-এ হেলথ একশন ইন্টারন্যাশানাল (HAI)-এর অর্থানুকূল্যে কমিউনিটি ডেভেলপমেন্ট মেডিসিনাল ইউনিট (CDMU) ভারতের বাজারে অযৌক্তিক মিশ্রণ ওষুধের ওপর এক সমীক্ষা চালায়। দেখা যায়—২০০৭-র সেপ্টেম্বর মাসে ভারতের ওষুধ-মহানিয়ন্ত্রক বাজারে চলা ২৯০ রকমের মিশ্রণ ওষুধকে অনুমোদনহীন ঘোষণা করেন। এই মিশ্রণগুলো বিভিন্ন রাজ্যের ওষুধ-নিয়ন্ত্রকের ছাড়পত্র পেয়ে বাজারে ছিল। (আমাদের দেশে যে কোনো রাজ্যের ওষুধ-নিয়ন্ত্রকের কাছ থেকে যে কোনো উপায়ে লাইসেন্স পাওয়া থাকলেই অন্য রাজ্যগুলোতে ওষুধ বিক্রি করা যায়)। নিষেধাজ্ঞার পর ওষুধ-কোম্পানীগুলো নিজ নিজ মিশ্র ওষুধের অনুমোদন ফিরে পাওয়ার জন্য ক্ষমতার অলিন্দে দৌড়োদৌড়ি শুরু করে, আদালতে কিছু মামলা দায়ের করা হয়। ২৯০ টার মধ্যে ১৭৫ টা অনুমোদন ফিরে পায়, অনুমোদনহীন থেকে যায় ১১৫ টা মিশ্রণ। সমীক্ষায় দেখা যায় সেই ১১৫ টার মধ্যে ৫০ টা তখনও নানা ব্র্যান্ড নামে বাজারে বিকোচ্ছে।

সরকার ক্ষতিকর ওষুধ নিষিদ্ধ করেছে মানেই বাজারে সেই ওষুধগুলি পাওয়া যাবে না—এমন কিন্তু নয়। আগেই বলেছি একটি সমীক্ষায় আমরা দেখেছি নিষিদ্ধ ওষুধ নিষিদ্ধ হওয়ার পরেও তার রমরমা বাজার চলে। জনসাধারণ সজাগ হয়ে সরকারের ওপর চাপ দিলেই কেবল ওষুধ-নিয়ন্ত্রক দপ্তর সজাগ হয়—এমনটাই অভিজ্ঞতা।
