১৮শ শতাব্দী থেকে ভারতের মানুষ, রোগ এবং এখানকার রোগের বিশিষ্টতা নিয়ে ব্রিটিশ এবং ইউরোপীয় ডাক্তারদের মধ্যে খুব নির্দিষ্ট মতামত জন্ম নিতে থাকে। যদিও সমস্ত ব্রিটিশ ডাক্তার এবং ভারতবেত্তাদের মতামত একইরকম ছিলনা, কিন্তু মোটের ওপরে সুপ্রতিষ্ঠিত ধারণা ছিল যে, ভারতীয়েরা ইউরোপীয়দের থেকে আলাদা বা “অপর” এবং race-এর পার্থক্য বা বর্ণবৈষম্য এদের রোগের ক্ষেত্রেও প্রতিভাত হয়। এবং ‘রেস’ তথা বর্ণবৈষম্যের ওপরে ভিত্তি করে একসময়ে পৃথিবীর বৃহত্তম সাম্রাজ্য সমগ্র ভারতের শাসন ও শিক্ষাপ্রণালী, প্রশাসন ও গভার্নেন্স, এমনকি বৈজ্ঞানিক গবেষণার অভিমুখ তৈরি করেছে। আমরা খুব সংক্ষেপে এর একটা চিত্র বোঝার চেষ্টা করতে পারি। একইসঙ্গে চেষ্টা করতে পারি, উৎকট এবং অবর্ণনীয় বর্ণবৈষম্য যেযরকমভাবে আমেরিকার অর্থনীতি তৈরি করেছে এবং ভিন্ন চেহারায় এখনও অবধি ওখানকার মেডিসিনের জগতে স্তরে স্তরে সামগ্রিক কাঠামোর মধ্যে অনুপ্রবিষ্ট হয়ে আছে, সে ইতিহাসেরও খানিকটা সিংহাবলোকন করার।
ঐতিহাসিক দীপক কুমার তাঁর “Racial Discrimination and Science in Nineteenth Century India” (Indian Economic and Social History Review, 1982, 19(1): 63-82) প্রবন্ধে জানাচ্ছেন – “What is Empire but the Predominance of’ Race,” so claimed Lord Rosebery, obviously not in a fit of Victorian jingoism but as an appreciation of a policy so consistently pursued by his nation throughout the nineteenth century. India and her potential scientific workers had a full share of this highly calculated racial discrimination.” এ গুরুত্বপূর্ণ প্রবন্ধের শেষে লেখকের মন্তব্য – “Thus Indians were excluded, as a matter of policy, from any effective participation in Government scientific undertakings, and the exciting work of a century by many able minds was largely lost on the people.” (পৃঃ ৮১)

আরেকজন গবেষক সুমন শেঠ তাঁর প্রবন্ধে (“Race, Specificity, and Statistics in Victorian Medicine”, Journal of Victorian Culture, 2022, Vol. 27, No. 2, 370–383) জানাচ্ছেন – “Race … was not skin deep, but nor was it rooted in the bones, as anatomical studies appeared to imply. The race medicine of the Victorian age had race permeate the very physiological basis of the racialized body”। (পৃঃ ৩৮৩)
এ বিষয়ের ওপরে আরেকটি পাঠযোগ্য গ্রন্থ হল ঈশিতা পান্ডের Medicine, Race and Liberalism in British Bengal (২০০৯)। পান্ডে অন্তব্য করছেন – “The Orientalist production of “Aryan” medicine, and the retrospective significance attached to the foundation of the Calcutta Medical College, was based on a fundamental faith in this analogical mapping of men, knowledge and language.” (পৃঃ ৭৭) পরবর্তীতে তাঁর পর্যবেক্ষণ – “a removal of caste prejudice was not an accidental by-product of rational medicine and the clarity of sight; the removal of caste prejudices was a precondition for the spread of the practice of anatomy.” (পৃঃ ৮৩)
মেডিক্যাল জ্ঞানের অপ্রতুলতা বুঝতে পারছিল। ইউরোপীয় জ্ঞানের প্রতিসরণ ঘটছিল। ফলে এখানকার অসুখকেও একটি “অপর” হিসেবে চিহ্নিত করার বৌদ্ধিক প্রক্রিয়াটি চলছিল, যার চূড়ান্ত রূপ পরবর্তী সময়ে “ট্রপিকাল মেডিসিন” নামে মেডিসিনের নতুন শাখার জন্ম দেয় – যার প্রধান ভিত্তি ছিল “জার্ম থিওরি” এবং মাইক্রোস্কোপের সাহায্যে দেখা।
আবার অন্যদিকে মেডিসিনের শিক্ষার জগতে বিভিন্ন জাতের একসঙ্গে, একই ক্লাসে পড়ার মধ্য দিয়ে একটি secular social hierarchy-র জন্ম হচ্ছিল। কিন্তু মেডিসিনের ফলিত জগতে তথা হাসপাতালে “সাদা” এবং ভারতীয় রোগীদের খাদ্যের বরাদ্দের মতো নিয়মের মধ্য দিয়ে বর্ণবৈষম্যের চেহারায় ভারতীয়দের “অপরত্ব” স্থায়ী চেহারা নিচ্ছিল। এ ব্যাপারে একটি কৌতূহলোদ্দীপক উদাহরণ দেওয়া যাক। ১৮৪৪ সালে – সফলভাবে মেডিক্যাল কলেজের ৮ বছর কেটে যাওয়া এবং ১৮৩৬-এ ভারত তথা এশিয়ায় প্রথম মানবদেহের শবব্যবচ্ছেদের পরে – Rules and Regulations of the Bengal Medical College তৈরি করা ও ছাপা হয়। ১৮৪৯-এ দ্বিতীয়বার ছাপা হয়। অর্থাৎ মেডিসিনের জ্ঞানের জগৎ এবং মেডিসিনের প্রায়োগিক জগৎ, এ দুয়ের মাঝে একটি স্পষ্ট বিভাজনরেখা তৈরি হল। নীচের ছবিগুলো থেকে এ ব্যাপারে পরিষ্কার ধারণা পাওয়া যাবে।

মেডিক্যাল কলেজে ক্লাসের অভ্যন্তরে বভিন্ন জাতের ছাত্ররা সমান সুযোগ পেয়ে মেডিসিনের শিক্ষা লাভ করত। অথচ Rules and Regulations of the Bengal Medical College-এ বলা হল – ভারতীয়দের খাদ্যের জন্য দৈনিক বরাদ্দ ১ আনা, অথচ ইউরোপীয়দের জন্য সে বরাদ্দ ৪ আনা (পৃঃ ৩৩-৩৫)। অর্থাৎ ভারতীয় এবং ইউরোপীয় রোগীদের প্রসঙ্গ যখন এল তখন প্রকট হয়ে উঠল বর্ণবৈষম্য। একদিকে শিক্ষার ক্লাসঘরে জাত মুছে গিয়ে নতুন ধরনের সেক্যুলারিটির জন্ম হল; অন্যদিকে প্রশাসনের মাঝে দৃঢ়ভাবে প্রোথিত হয়ে রইল race-এর অনপনেয় ধারণা – যার একটি উদাহরণ ভারতীয় এবং ইউরোপীয় দৈনিক খাদ্যের বরাদ্দের মাঝে সুবিপুল ও প্রকট পার্থক্য।

আমরা যদি আরও পেছনে ফিরে যাই তাহলে দেখা যাবে, একদিকে ব্রিটিশরা ভারতের তথা বাংলার (মনে রাখা দরকার, টমাস মেটকাফ-এর মতো ঐতিহাসিক তাঁর Ideologies of the Raj গ্রন্থে বলছেন যে ভারতের অভিজ্ঞতা বলে ব্রিটিশরা যা বোঝাত সেটা ছিল কার্যত বাংলার অভিজ্ঞতা) নিত্যনতুন রোগের অভিজ্ঞতার মুখোমুখি হয়ে ইউরোপীয় ধরনের জ্ঞান, বোধগম্যতা এবং ঔৎকর্ষ সম্পর্কে সন্দিহান হয়ে উঠছিল। ওখানকার ধারণা এখানে হুবহু প্রয়োগ করা যাবেনা, এ বিষয়ে নিশ্চিতি তৈরি হচ্ছিল। অর্থাৎ মেডিক্যাল শিক্ষা ও জ্ঞানের universality ভারতের এবং অন্যান্য উপনিবেশের অভিজ্ঞতায় refracted এবং mutated হল।
কয়েকটি উদাহরণ দেওয়া যাক। জন পিটার ওয়েড-এর পুস্তক A Paper on the Prevention and Treatment of the Disorders of Seamen and Soldiers in Bengal প্রকাশিত হল। তিনি জানালেন – “the ideas entertained of the origin of fevers in warm climates, at least in Bengal, are probably erroneous; that the truth of this assertion will principally appear from a mode of treatment which has been attended with invariable success”। (পৃঃ ৪৬)
জন পিটার ওয়েড আরও বলছেন – “With such advantages in favour of medical gentlemen in that country, it is very surprising that more improvements have not originated amongst them. It is true, they first introduced the proper treatment of obstructed liver; and although this improvement is not of a very recent date, yet few practitioners in Europe, and those perhaps only in England, have as yet acquired any distinct idea of the nature of that disorder, with the present mode of treatment”। (পৃঃ ৪৪)
১৭৭৫ সালে প্রকাশিত জন ক্লার্কের পুস্তক On the Diseases in Long Voayges in Hot Countries, and on those which Prevail in the Esat Indies-এ পরিষ্কার করে নিজের মতামত জানালেন এদেশের “অন দ্য রেমিটিং ফিভারস” শীর্ষক অধ্যায়ে – “Dissections throw no light into the proximate cause of the disease, as they only shew its effects … I shall frame no hypothesis concerning its proximate cause, the best of which are only mere conjecture, and subject to many objections. I shall therefore proceed to make some observations on the medicines commonly prescribed in this fever.” (পৃঃ ১৩৪-১৩৫)
এ বক্তব্য থেকে বোঝা যায়, রোগের কারণ বোঝার ক্ষেত্রে ডিসেকশন খুব সাহায্যকারী নয়, এবং তিনি এদেশের উপযোগী চিকিৎসার চেষ্টা করছেন। যদিও একে চূড়ান্ত বলে ধরতে চাইছেন না। মোদ্দা কথা হল – (১) ডিসেকশনের (অবশ্যই ইউরোপীয়) সার্বজনীন জ্ঞান ভারতের রোগ বোঝার ক্ষেত্রে অসম্পূর্ণ, এবং (২) সার্বজনীন ইউরোপীয় চিকিৎসাপদ্ধতির বাইরে গিয়ে নতুনতর চিকিৎসাপদ্ধতির কথা ভাবছেন। সবমিলিয়ে “universality of European medical knowledge” ভারতের বিশেষ পরিসরে এসে (অন্তত অষ্টাদশ শতাব্দীর শেষভাগে ও ঊনবিংশ শতাব্দীর প্রথমভাগে) refracted এবং mutated হচ্ছে।
উইলিয়াম সন্ডার্সের লেখা A Treatise on the Structure, Economy, and Diseases of the Liver… পুস্তকেও (৪র্থ সংস্করণ, ১৮০৯) “লিভার-এর রোগ”-এর ক্ষেত্রে সমধর্মী পর্যবেক্ষণ দেখা যায় – “there is an appearance sometimes met with on dissection, that is perhaps a little difficult to explain on this system of reasoning – this is, a tubercular state of the substance of this organ, consisting of a series of circumscribed inflammations, interspersed through the apparent healthy substance of it. Now it may seem a little difficult to understand how an accelerated circulation through the whole substance of the liver can produce effects so partial and circumscribed.” (পৃঃ ৩০৩)
১৮০৭ সালে প্রকাশিত চার্লস কার্টিস-এর পুস্তক An Account of India…ও আবার একইরকম পর্যবেক্ষণ পাঠকের সামনে আনে – “The patient dies. The body is permitted to be opened, and this it is supposed is to explain every thing … Much experience indeed does it require, and many dissections of similar cases, to enable us to judge and distinguish accurately between the causes and effects of disease; and even between the effects of disease , and the effects of death. The dissection proceeds no further than we have mentioned”। (পৃঃ ১৭৮-১৭৯)
এতক্ষণ অবধি যা আলোচনা করলাম তাহল মেডিসিনের জগতে race-এর তথা বর্ণবৈষোম্যের ধারণা কিভাবে কাজ করেছে এবং রোগ, রোগী এবং চিকিৎসা – এসব ভিন্ন ভিন্ন ক্যাটিগরির মাঝে race-এর ভিন্নরূপ “অপর”-এর ধারণা ঊপনিবেশিক বৌদ্ধিক জগতে এবং শিক্ষার প্রাঙ্গনে কীরকম প্রবলভাবে বিদ্যমান ছিল।
কিন্তু এর বাইরেও বর্ণবৈষম্যের নগ্নতম চেহারা হিসবে দুটি উদাহরণ দেওয়া যেতে পারে। এখানে অনেকেরই স্মরণে আসতে পারে ১৮১০ সালে আফ্রিকা থেকে এক নারীকে ধরে আনা হয়েছিল। নাম দেওয়া হয়েছিল Hottentot Venus। সাদা, “উন্নত” সভ্যতার ব্রিটিশ তথা ইউরোপীয়দের “অপর” হিসবে অতি-ভারী নিতম্বের ঘোর কৃষ্ণবর্ণ এই নারীকে উলঙ্গ অবস্থায় খাঁচা-বন্দী করে লন্ডনের বিভিন্ন জায়গায় (এবং পরে প্যারিসে) প্রদর্শিতও করা হয়েছিল। লন্ডনের নামী সংবাদপত্রে এর বিজ্ঞাপনণও দেওয়া হয়েছিল। মাত্র ১ শিলিং খরচ করলেই একে দেখা যাবে – এ আশ্বাস বিজ্ঞাপিত হয়েছিল। নীচের ছবি আমার বক্তব্য পরিষ্কার করবে।
আরেকটি উদাহরণ ভারতের আন্দাম্ন-নিকোবর অঞ্চল থেকে। ১৮৬৩ সালে পোর্ট ব্লেয়ারের পাদ্রী এবং Jesus College, Cambridge-এর গ্র্যাজুয়েট রেভারেন্ড হেনরি করবিন ২৮ জন আন্দামানিকে পাকড়াও করে বন্দী করে রাখেন রস আইল্যান্ডে। এদের মধ্যে ১০ জন শিশুও ছিল। করবিনের উদ্দেশ্য ছিল এদের মধ্যে ব্রিটিশ আনুগত্য তৈরি করা ছাড়াও “restore them to a place in the human family”। এদের মধ্যে ৮ জনকে আবার “বৈজ্ঞানিক কৌতুহল” মেটানোর জন্য বার্মা ও ভারতে পাঠানো হয়েছিল। (সূত্রঃ https://lookeast.in/survivors-of-kalapani/)

এ কর্মের সঙ্গেও যুক্ত ছিলেন মেডিক্যাল কলেজের মেডিসিনের অধ্যাপক ছাত্রদরদী একজন চিকিৎসক Frederick J. Mouat, যিনি আন্দামানে উপনিবেশিক নিপীড়নের বিরুদ্ধে সংগ্রামরত “বিপজ্জনক” ভারতীয় বিদ্রোহীদের “penal settlement”-এর প্রাথমিক ভিত্তি তৈরির কাজটি করেছিলেন।।
মোয়াট ১৫ জানুয়ারি, ১৮৫৮ সালে গভর্নমেন্ট অফ ইন্ডিয়ার সেক্রেটারি C. Beadon-কে লিখছেন – “I REGRET much to have to report for the information and orders of the Right Hon’ble the Governor General, that the native of the Andaman Islands brought up to Calcutta has been so seriously ill since his arrival, as to render it absolutely necessary to send him away to save his life. He was first attacked with Cholerine, which was treated successfully and then with Bronchitis, which threatened to merge in the low form of Typhoid inflammation of the Lungs”। (Selections from the Records of the Government of India (Home Department), No. XXV. সাদাদের আহ্লাদ এবং “বৈজ্ঞানিক অভীপ্সার”র জন্য ধরে আনা আন্দামানিরা পরিবেশচ্যুত হয়ে ভিন্ন পরিবেশে পরীক্ষার শিকার হিসেবে মারা গেল বিভিন্ন রোগে ভুগে। একে মানবিক এবং নৈতিক পাপ বলে মনে করার মতো বিন্দুমাত্র অনুভূতি উপনিবেশিক কর্তাদের ছিলনা। এখনও আছে কি?
প্রকৃতির মাঝে বেড়ে ওঠা মানুষটি সাদা ও “সভ্য” মানুষের কৌতুহল চরিতার্থ করার জন্য মারা গেল। মুছে গেল ইতিহাস থেকে।
