সরকারি আধিকারিকদের দায়দায়িত্ব ও ‘কাজের চাপ’ বিষয়ে এমন অব্যর্থ পর্যবেক্ষণ খুব বেশি চোখে পড়েনি।
যাঁরা সরকারি চাকরি করেন, তাঁরা কথাটা বুঝবেন – কেননা, এটা সত্যিই familiar to everyone in Government service এবং neglect of which makes it impossible to be in Government service.
আর যাঁরা সরকারি চাকরি করেন না, তাঁরা হয়তো হাসবেন – কেননা স্বয়ং তলস্তয় বলেছেন, ব্যাপারটা incomprehensible to outsiders!
